Azerbaijan Prepares for COP29 with New Initiatives and Agreement Finalization

The fifth meeting of the Organising Committee for the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change (UNFCCC) has been held. Samir Nuriyev, Head of the Presidential Administration of Azerbaijan, announced that the final text of the Host Country Agreement between the Government of Azerbaijan and the UNFCCC Secretariat will soon be ready. The agreement is being finalized with input from relevant government bodies.

Following the Bonn Climate Conference, Azerbaijan has entered the active phase of its COP29 chairmanship. Nuriyev stated that an initial list of 14 initiatives has been prepared based on proposals from government agencies and discussions with the UN and international organizations. Thematic days for COP29 have also been scheduled in agreement with the UN.

Key figures addressed the meeting, including Samir Nuriyev; Mukhtar Babayev, Minister of Ecology and Natural Resources and President of COP29; Anar Alakbarov, assistant to the President of Azerbaijan; Jeyhun Bayramov, head of the Ministry of Foreign Affairs of Azerbaijan; Hikmat Hajiyev, assistant to the President and head of the Foreign Policy Affairs Department of the Presidential Administration; Sabina Aliyeva, Ombudswoman of Azerbaijan; Kamaladdin Heydarov, Minister of Emergency Situations; Eldar Azizov, Head of the Baku Executive Power; among others.

Instructions were issued on implementing the Action Plan for COP29 organization and other relevant matters. Additionally, Director-General of COP29, Elnur Sultanov, mentioned that Azerbaijan is discussing 15 initiatives as part of its chairmanship agenda. Sultanov expressed confidence that Azerbaijan’s contributions would set a positive example for other countries.

Sultanov emphasized the ongoing negotiations and the necessity to complete over 50% of the work by November 11 to ensure the successful implementation of the COP29 program. He reiterated Azerbaijan’s neutral stance in the negotiation process, with decisions to be made by other countries.
